MUDJJ Issues Formal Communication to UN Security Council, BINUH, and CARICOM: "We Support the Security Mission — But We Demand Institutional Reform"
PORT-AU-PRINCE, HAITI — The Mouvement Inoubliable Dessalines Jean-Jacques (MUDJJ) and the Nou Se Ayiti (NSA) coalition have formally written to the United Nations Security Council, the Special Representative of the Secretary-General in Haiti (BINUH), and the CARICOM Eminent Persons Group, proposing a security partnership and a comprehensive Haitian institutional reset.
The letter, dated September 25, 2026, comes as the UN Security Council prepares to vote on renewing the Gang Suppression Force (GSF) mandate — currently deployed at approximately 1,083 of its authorized 5,500 personnel, far below the strength required to deliver on its mission.
A Conditional Partnership
MUDJJ's letter offers the international community a clear position:
"We are not asking for international security support to leave. We are asking for it to stay and to succeed in partnership with the Haitian people."
The organization supports the GSF mission but demands that security be paired with police reform, judicial reform, and a clean, transparent political transition.
The Evidence: The Current Framework Is Failing
The letter cites documented evidence that the current approach is not working:
· The Kenscoff Massacre: According to the RNDDH report published September 2026, at least 164 people were killed, more than 70 kidnapped, and dozens remain missing in the July–August 2026 massacres. Security in the area had been reduced by 60% before the attack. The report states the UN-backed force "remains barely perceptible on the ground."
· The Political Vacuum: The Transitional Presidential Council's mandate expired on February 7, 2026, without a clear succession plan. In January 2026, five of seven voting members voted to dismiss the Prime Minister, but the decision was never executed.
· The Accountability Gap: According to the ULCC 2024 Annual Report, of 166 corruption reports transmitted to the justice system, only 4 resulted in judgments.
MUDJJ's Three Requests
The letter formally requests:
1. A seat at the negotiation table with the UN Security Council, BINUH, and CARICOM to discuss a Haitian-led institutional reset.
2. A transparent, Haitian-led process for selecting a constitutional, uncorrupted transitional Prime Minister — free from foreign-manufactured candidacies.
3. A formal civil society oversight mechanism for security and judicial reforms.
The letter invokes Secretary-General Guterres' remarks at the 81st General Assembly:
"The greatest power is not the power to dominate. It is the power to build a future that works for everyone."
MUDJJ's letter concludes:
"Haiti is a founding member of the United Nations. As the first nation to abolish slavery, we have historically been a mother of human rights. We can be the example of a nation that, with the right partnership, rebuilt itself on a foundation of unity, transparency, and dignity within 24 months."

July 28, 2026 — MUDJJ Issues Formal Rejoinder to UN Security Council Session, Demands Recognition as Haiti's Government-in-Waiting
In response to the United Nations Security Council session of July 20, 2026, MUDJJ released a formal diplomatic rejoinder presenting evidence of corruption, gang collusion, and governance failure by the Fils-Aimé government.
Key Points:
· A $60 million/year contract with Erik Prince's Vectus Global signed without parliamentary approval
· 1,243 civilian deaths from drone strikes, with zero gang leaders captured
· Allegations of sexual assault by Kenyan police deployed to Haiti — warnings issued by MUDJJ were ignored
